Does 'The Witcher' on Steam use the same Save Game Location as the GOG version?

Yes, it does. I've uninstalled my Steam version and instaled my GOG one, and the saves appear in the game load menu.

I'm now experiencing the Witcher in glorious 1920x1080 (New 24inch Monitor). It seems to be running smoother than my Steam copy did at 1280x1024
