I'm on my second playthrough of the game, the first was a year or so ago. Just like the first time, I wasn't able to help Celina the Nightwraith. When I talk to her and try to help her, the Wreath of Immortelles disappears from my quest item list but nothing registers in the journal and when I talk to Julian, Geralt says he couldn't help her.

Do I need to talk to certain people in a specific order to get this to work properly?

Thats a known bug in the game that was never fixed. You actually did help her even if the game does not say so

This thread says that it is a bug, you get no indication that you've completed that portion of the quest, but it does affect the end of the game.
