I had the same error on Windows 10 (Version 1903, Build 18362.356) with NVidia GTX 960 and Intel Graphics 530.
It seems that The Suffering and Ties That Bind are somehow incompatible with each other when both installed.
Following worked for me:
1. Install The Suffering provided by GOG without any 3rd party mods
2. Turn Windows features on and off -> Legacy components -> enable Direct Play
3. Select the integrated Intel Graphics 530 in the NVidia Control Panel to run The Suffering
4. Open regedit and search for "Surreal > Riot Engine > SettingsDX105". There could be multiple matches, delete all of "SettingsDX105". Note: Editing the registry may crash your system if you are not familiar with it, make a backup before changing anything!!!
5. Launch The Suffering with the "-setup" modifier and configure The Suffering to use Intel Graphics 530
Remarks: Every time you play Ties That Bind, it will recreate the "SettingsDX105", so you have to repeat steps 4. and 5. before playing The Suffering again.
