It's somehow strange that the documentary of the Eastern State Penitentiary is absent on the PC version. I was hoping that you'll be able to unlock it after completing the game.

It's not absent. And yes, you can access it after beating the game, once. In the secret intro, you have to locate and wear the black fedora... Then the documentary will start.

I did that, it was a developer's commentary about the supposed first level of the game, not the documentary itself.
