Workers, citizens and porters are stuck in 2 places. I think this Is AI error.
I cant do nothing abpout this. Materials transport and settler are blocking in this area.

Your only chance is to stop all the buildings the workers try to transport stuff to and then wait until the settlers move away.
I cant found all buldings.
Ant that dosent help workers an diggers will be still stuck in this place.
I block buildings and their functions..........
And they still stuck. I have weapons and free citizens but they can't convert to soldiers.

Try to convert them to pioneers, move to the correct location, and convert back pioneers to citizens
I realise the OP probably doesn't care already, but I had this problem and there is very little on this topic online, so I want to contribute.

I also got this problem and I think I know when this happens.
It seems to happen only when the carriers or workers are travelling around a "corner" of the shore (I think, only when it is curved from bottom to right, I don't think I saw this happening if the curve is from bottom to left and don't remember what it was from sides to top). This never happens if they are going around the "corner" of a border. So the solution to this problem, as painful as it is, to leave all the shoreline unclaimed unless you need a small portion of it for fishing or shipping.

If you are VERY careful with the pioneers, you can claim corridors through these narrow places and then your carriers will go through without a problem. This can also happen with e.g. a lake, so try not to claim shores that would create a "corner".
