is cheaper then the deluxe edition. This is normal and intended.
The deluxe edition is cheaper when there is no sale going on. It's basically a permanent mini sale (as the deluxe edition is the main game + expansion together).

Yes, every bundle (edition is just a bundle of game+DLC) is like a permanent mini-sale, but that's exactly why it should always cost less
or at least the same as individual components, regardless of any current promotional discount.
On Steam, bundle prices are dynamic, so lowering component cost, will almost always lower the price of the bundle too. Looking at Steam DB, that was true for The Quest Deluxe Edition too.
On GOG, bundles do not have dynamic pricing, so matching discount needs to be set manually. Again, I'm not asking for a greater discount, but please at least match the price of the individual discounted components. Most other publishers do.
