So, I heard about localization of Cat lady in Russian will be from the publisher "Akella" (WHICH ONE IS SUCK!). So is it true? Cuz they don't tell anything about, and there is no information on their site

Go to thecatlady.co.uk and enter "Other suppliers". It says:
"Akella (Russia)
A Russian version of the game will be available in the near future, DVD-roms & digi downloads for all Russian territories!"

Russian is still in the works I believe. And there will be a French version but not sure when yet (it may come with the Steam release)

Just released is the Italian localization exclusive to Zodiac Store:
