When it appears, the clause is included in the GAME'S EULA because it installs the driver without giving you the choice of opting out.
It is specifically in a paragraph named "AMD CPU Drivers" which I find no other probable way of explaining than that it would refer to the drivers and not the game as the game is not the property of American Micro Devices... There are similar headlines for the UDK and for The Ball where the EULA for those pieces of software are written. The fact that it installs the driver seems to me more to be a question of bad programming on CDPR's part...
[Edit] BTW I have just checked my installed programs in my control panel and the AMD driver isn't listed. So it might start the program. But on my computer at least it doesn't install anything.
