There are certain things though that I can't know or help you with as you could eg have something installed or configured that conflicts with the game. Such as problem E in my info.

Make sure you look at the link's info in a more broad and less exacting way. Example, no one should be using compatibility settings but I have it under broken video playback. If someone needed compat settings, there's something not right on their computer (folder access to the user) or the install process (like path) that is causing the access to be different. The compat settings can definitely act a differently and always have the ability to cause non-start issues.

Your computer specs are similar enough to mine that they are not in question here with me. Eg Nvidia 2060 vs 3050. Nothing here should explain the problem you are seeing. Even OS, with those specs its expected Win10 or 11. If Linux, you would 99% likely have said. And so nothing there should be at fault here. But, make sure everything if fully updated properly and not wrongly (eg newest but old mobo supplied drivers is still bad). However, I do not have ReBAR support in use, in the event that you do. That would be one possible to affect game difference but I seriously doubt it will do anything here.

After hitting play, hold down alt-tab and see if a little Tex Murphy pop-up window appeared, it'll be warning you about other programs running. This window won't show up on your taskbar. Alternatively, run overseer.exe directly from the game folder, then when the pop-up window shows up, you can select 'don't warn me next time'.
