I finally got the game to install, and I put on the C08 mod, but now I'm having some strange issues.

First of all, the scrolling gets real jerky when I move the screen toward Jaroo's house, especially on that rocky path going to it. Second, I've had two crashes so far, the first was when I was about to go to the construction site in Homlet, the second time was going to Jaroo's house. I don't know if it's random or if something is happening that the program doesn't like, or what.

Anyway, the scrolling thing around Jaroo's house didn't start happening until the second crash. Any thoughts?

Are you running the game as an administrator? Has the CO8 mod activated completely (e g you didn't have to kill the process before it ended)? Have you been running the game only from Co8 launcher after Co8 was activated?
After the second crash, I started running it as an admin. And yes, the Co8 mod didn't have any odd stuff happen during the install. Yes to the second question as well.

I have Windows 7 64 bit, by the way.
Sadly, ToEE has always had a reputation for bad scrolling. The Co8-mod turns off the 'fog of war' in villages such as Hommlet, mainly for this reason iirc. The game behaves much better now than it did when it first came out, though I too still experience some slight hickups around the places you mention. (No crashes though... yet).

I'm getting it in random places. Nothing I've tried (base graphics settings and up) seems to resolve it. Annoying, but can live with it...
Yes, I've noticed that one major cause of the jittery scrolling is "weird pathfinding AI".

When you've given your party a 'walk here order', the game tries to calculate which path each of the members should take. This calculation process is a bit tricky... you'll sometimes notice that party-members are left behind and that in other instances they seem to have trouble finding a good course. When the latter occurs, the scrolling can become quite choppy.

Some places in an area seem to cause more difficulties when calculating than others. Among these is the area around Jaroo's house in Hommlet. I've noticed it too during random encounters, though: Once my party got ambushed when wading through a river. Some of it's members were able to reach the enemy, who was located on the shore. The others were blocked however, and during their turns, the game got quite choppy.

You can 'help' ToEE a bit by planning ahead: let you party move in straight lines, in reasonably short distances. When members are left behind, reissue the movement-order or let them catch up before you issue another. This seems to help a bit.
