The game runs fine, no sluggishness or framerate issues. My problem is the speed of the mouse cursor. Not the scroll speed of the map, which is fine, but the actual mouse pointer itself. No matter what the sensitivity is for Windows under the Mouse Control Panel, the cursor speed in TOEE is the same, and I can't find any setting to adjust it.

Am I missing something? Is there some way to force hardware mouse?

Feels better for me with scroll speed set to 3 and mouse acceleration turned off in game options > prefs.

Try turning off some of the graphical options, like anti-aliasing the cloth option and putting shadows to simple. Also turn down the resolution. It's never going to be perfect, you can just get it to manageable.
@chautemoc: Thanks for the suggestion, no luck though-- that just seemed to effect how fast the map scrolls, not the actual mouse pointer speed.

@Hoz: The game itself runs fine, no problems at all on any settings, lowest included. It's just that there is no setting to effect the speed of the mouse pointer itself. There is no lag, or jitteriness, or anything like that, its just that I have to my mouse a lot.

I had been wondering this myself. The mouse is so slow in TOEE.I've done research on this issue, but haven't turned up anything of any use.

There were references to this bug way back when the game was released. The only work around I've seen is to download new Logitech Mouse drivers. Supposedly that helped, even if the mouse wasn't a Logitech.

The only problem is that those drivers do not work on Windows 7. So from what I can tell, the only "fix" is not a fix at all on Windows 7.

Is there allready a solution for this problem? I can't play it because I'm disabled and I need a very fast mouse. :(

Not that I've found. The only solution I can think of would be to try a different mouse or play the game windowed. :(
Oh my god! I finally resolved this issue for myself.

Apparently there is some issue with game and Logitech mice. I had been using the WIndows mouse drivers as I believed my MX310 to be too old to be supported by Logitech. However, it turns out that Setpoint (by Logitech) works for it even though it is not documented. I downloaded it, installed and suddenly the mouse works fine in TOEE.

I hope this helps!
