So, I followed the threads and installed the Circle of Eight Modpack bug fix.
Had it run in my folder, clicked "Activate" as you do.
I left it for several hours and it still said "Loading, this'll take several minutes."

Did I install it wrong or is it really just not working?

(FYI, TOEE doesn't even open. You open it, it goes black and closes immediately after opening it.)

Hmm..When I installed this mod, it took quite a long time to activate though not hours. I can only offer basic advice:

1- disable anti virus during the installation process.
2- fresh install of game and mod in a folder other than the "program files" or "program files (x86)" folders.

I had the SAME problem and just found a solution; hope it works for you. While you are installing you will get a message telling you to make sure the 'Auto Save on Map Changes' needs to be turned off (box un-checked) and it also tells you this is the default setting. Yeah, that last part is BULLSHIT! :D I kept just assuming I didn't even need to look because it was default, and that makes me an idiot, because on my pc it was checked (turned ON) by default. As soon as I unchecked it and started the process anew it went through. It still took several minutes but not the hours you waited and not the 20 minutes I waited. Hope this helps.
