How do I help the Anxious University Student, as there's no option when I reach Hunter's Keep having to do with him?

There should be a choice related to a beached Luke-Forne. It was available for me even when Hunter's Keep is the first port I go to. I think it has no triggers beyond the Student in your hold. This option is listed first, above any other action you may be able to take at Hunter's Keep.
