I've seen some QOL mods I'd like to use, but to my surprise there's only about 80 mods total on Nexus, versus quite a lot on Steam. Has anyone come up with a method for downloading mods from steam and installing them on GOG?

You don't install them "on GOG", you install them for the game :)

Any way. There used to be a popular website that you could use to download mods from Steam. Heck, there used to be multiple websites. But Valve sadly sent them cease and desist or something. They had to close them.
SteamCMD is an option, but that is command line only. I don't know how to download mods with it though. But there are some tools with a gui that utilizes SteamCMD to download mods. Haven't tried any of them, only the website that is shutdown.

It's sad that Valve is shitting on the modding community :(

https://github.com/shadoxxhd/steamworkshopdownloader is your new best friend for downloading Stellaris mods from the Steam workshop. It uses SteamCMD to do the actual downloading for you.

It does not automatically update them though, so you'll need to track that yourself.
