Hello,
Several months ago I was told that MaxOoze's Startopia website, which used to be the one stop spot for all things Startopia, went offline last summer and, as a result, several mods had become unavailable on the internet. I spent the better part of the last three months whipping up this website in order to give the Startopia mods a new home.

The site is far from complete, right now it focus mainly on mods, tools, and content released prior to 2014. I have not scanned the Steam, GOG, and r/Startopia subreddit for new mods that have been released since 2014. But I didn't want to delay the site any longer, so without further ado:

Wow when i stumble upon gems like this it warms my heart, just reaffirms that when a game is made with love the quality shows and drives people to not only to play it after all these years but to track down mods, patches and fixes. Bravo to you Sir for your effort and thank you for the files.

P.s I recently found out that the original dev from MickeyFoot acquired the rights for the game and is doing new patches and fixes for the game on steam, though he stated he doesn't have that much free time to fully commit. Maybe releasing the source files for modding and fixing could be a possibility? Who knows?
I'm not sure which mod it was, but I remember playing some custom content for Startopia that had like several scenarios/goals in the mission randomized. Every time you played it could be something different. Does that sound familiar to you? And if yes, do you know which content it was?
I have updated the webpage last night. The webpage covers all the Startopia content that I am aware of: mods, modding tools, FAQs, guides, patches... The only files that have been left out of the archive at the moment (widescreen support patches, RTSC guide, skin packs) were left out for bandwidth reasons, but I have supplied alternate download links where people can grab that content.

There will be more updates in the future, but each of those individual update will require a deep dive, so the webpage and archive are as complete as I want them to be at the moment.

Thanks! The game is great, but like I said in the wall of text on my site, the mods are just as equally fantastic, for their writing and originality. It's almost a sin to enjoy Startopia and ignore the mods. And I just couldn't let that content fall into oblivion.

Who knows, indeed. I am not sure but I think right now, while we can reskin every textures in the game, it is impossible for modders to make high resolution texture packs because the texture resolution information seems to be hardcoded in the texture files. It would certainly be nice to have some sort of access under the hood if only for that.

The scenario you are thinking of is The Randomiser, by DMA57361. It gives you a new random task to complete every 30 minutes, and you must complete fifty tasks to win the scenario.
