This program called D3DWindower is seemingly able to do that:

I had to check the options SetCursorPos and GetCursorPos (Direct Input tab) for the mouse to work properly.

Easiest way is to select 'No Scaling' option and GPU in your graphics card control panel. Game will preserve the original aspect ratio and resolution, centered in the middle of your screen. That's how I play most of the older games, including Tie Fighter.

Only if you don't have a crappy monitor on which you cannot deactive the monitor's scaling :-(

OK I tried setting this up and it just opens a command window which closes immediately. I'm running it in administrator mode
Don't know about D3DWindower but it's working with DxWnd.

All you have to do is import the profile and adjust the game path.

3D acceleration seems to be missing though.
