So, trying to take Coruscant and am up against the following. Emp, General Needa, about 20? squads of stormtroopers, 3 shield gens, two ion cannons and a turbo.

I have done the following

Over two hours of failed capture attempts on Needa to get rid of the General bonus, and about the same on Palpatine and the shield gens.

So I can't bombard the planet, I can't assualt the planet, and I can't run covert ops on the planet.

My teams initially consisted of various Infiltrators and Heros, oh yeah, I have eightish heros captured on the planet including Luke, Han, Chewie, Page yaddayadda.

Bout to pull my hair out.
did you send them in one at a time or something... is the other planets in the system on your side?
if they are then run espionage missions on them as well
at this point your only real option is a massive sabotage mission or start a new game

The cheapest is with saboteurs. Keep the planet blockaded. Build some training centres close. Send 2 sabs or 1 decent hero with 50 - 100 decoys (the equal ratio suggestion is wrong) against the shields and guns, that should do the trick. I've read the answers to your post on steam and well, they're simply wrong. Going against the general in this situation isn't useful as the characters need to overcome his combat strength, so you'd need several mains but that raises the odds to be spotted. The buildings are easier as it's a simple probability check based on the main's esp and combat skills.

Or build a huge fleet and bombard but it'll take forever... I've never bothered to check how many ships/bombers are needed for overcoming multiple shields, it's just not worth it, as at that point you've already won.

Or alternatively, you can blockade every other imperial planet, and wait for the maintenance shortfall to destroy the imp troops and/or shields on Coruscant.
That's serious opposition. Against stuff like that you need serious teams.
First of all, always put your absolute best heroes as a diversion together with some saboteurs/infiltrators, because that greatly improves your chances to not have heroes caught at all.

Also, trying to go for the general first is probably suicidal, chances are just sucktastic. Try to sabotage buildings or troops instead.

Preferably, against that kind of extreme opposition, you want 1-2 veteran heroes each as main team and as diversion, both with at least 2 units of saboteurs/infiltrators.

If you have no heroes left, build lots of units and throw 6-12 of them at the place in each mission, with at least 1/3 tasked as diversion as often as you can, eventually you will roll the "natural 20" you need to succeed.

You may also want to start by trying to rescue your hero prisoners instead, it's easier than getting rid of the general, although it also has some risk of losing those hero's.

Another thing to beware is if you've had a "bad" game up until this time, losing a lot more often than you win, as that can impact the morale of your hero characters to the point where they always autofail missions.
Primary characters can't have that happen, so Luke, Leia and Han are safe for the Rebels to use regardless.
