I'm pretty sure you can play as Sebulba, how exactly do you unlock him? I remember playing him at some point late in the game.

Play through the entire game and win the last race (I think). You'll find lots of documentation about this online.
Or, (from my latest research for OpenSWE1R), by cheating:
on the character select screen, press Scroll-Lock and Home keys at the same time. A text "All Pods- Tracks unlocked" will appear on the bottom.
I did not check if this has any affect on your savegame, so use with caution! I also use a max-ed out profile, so I can't test the actual effects.
Also, it obviously depends on your keyboard having these keys (typically found above the arrow keys).
This was found in the same function which also handles the hidden characters.
I wish more people would help with OpenSWE1R (which depends on volunteers), so we could uncover and document these things faster.

The data shows that Sebulba has the highest top speed, however, at 0.38 anti-skid he'll feel sluggish and his acceleration is pathetic. For AI races you are better off driving a racer with high acceleration and high-anti-skid, such as Neva Kee.
Even for getting best-lap times you want Ben Quadinaros (similar to Sebulba), who has a lower top speed than Sebulba, but a much higher turbo boost.

So guys, I can confirm, if you beat last race in galactic circuit, Sebulba unlocks. You don't have to beat amateur and semi-pro, and galactic can be tricky (Baroonda is horror), but it's doable.
