This seemed to work for me, there's probably some kind of codec issue playing video files on my PC, not sure

What kind of a CPU do you have (Vendor and Model could be useful) if I may ask ?
The Offline Version Did not work for me. Always got the same thing could hear the intro video start up but almost instantly lock up. Had ran the DriectX installer just to make sure there, but that yielded the same results. Then Did a Graphics Card Driver Update with the clean Install. Restarted my PC and it worked for me. was able to fire up the game intro move played and I could start a new game.

PC:
AMD Ryzen 7 5800X
Nvidia 1660 Super

AMD Ryzen 7 3700X here, Nvidia 2060 super
This is a wild guess, but have you tried assigning only a single core or 2 CPU Cores via Taskmanager for the game ?

Btw Elite Force Series uses OpenGL so you don't need Direct-X for the Video related stuff!
As far as I know it is (only) used for HiD (Human Input Devices - Mouse/Keyboard/Controller and such)

Skipping the intro files worked for me!
This coud be:
a Framerate issue, com_maxfps could not (or not yet) be working during playback of BINK video files.
a CPU Architecture (unlikely).
a Codec issue (unlikely).

If somone with the issue could try to artifically limit the frames via NVIDIA Control Pannel and give feedback, by activating vertical/monitor sync or setting a limit for the framerate just specific for this game, maybe Fraps or something like that will work too.

This game makes me scream^^

Every start my mouse clicker is in the upper left corner, 1 second music and ... no sound, black screen. thats it.

i tried the changes in .cfg files Result: Smaller, better looking mouse clicker in the upper left corner. 1 Second sound and...

I changed the name into quake 3, same result.

added Startparameters, same result

Downloaded offline version, same result

Only when i hit the ESC button after start, i can hear music until it begins from new. But there is no mouse clicker or something else. Just music.

Starting in another compatiliby mode leads to the same results.

ps.: EF 1 runs with no problems

Maybe you can send me a personal message on gog or discord, I am curious about the issue.
I can not imagine there to be no fix, would be the first real issue to be unfixable I encountered since the game was released.

If you are using the GOG Galaxy Client I have a update for you, I just experienced the dreadful complicated and confusing way to set the start parameters up my self, so I give you a more specific instruction now in the hope this helps you out.

Setting startparameter via GOG Galaxy Client:
1. Select the list of installed games
2. Select the game you want to add the startparameter to
3. Click: Settings Button at the very top right next to the PLAY button
4. Select: Manage Installation
5. Select: Configure...
6. A new Dialog show have opened now, scroll down with the sidebar
7. Activate: Custom executables / Arguments and scroll down if you have to
8. A new section should appear, looking similar to the File 1 settings
9. At File 2, there is a Arguments field, enter there the following start parameters:
+set com_maxfps 120
10. Now make sure you select the hollow circle with the text () Default executable next to it
11. Click: The OK button and start the game

Also if you have not tried the SKIP Intro Mod yet, please do so:

You would be the first Person I know for which a technical issue with that magnitude with the game could not be resolved in almost 18 years

About the fov setting
STEF2 uses userfov cvar instead of fov, userfov will be restored.
So you can put seta userfov "96" in your cfg file or type in the game console and the game will always use it.

Unfortunally the explained steps make no difference.

The Skip Intro Mod worked out fine, for me.

Looks like it works now.

When i find a little bit of time, i will test it. glad to see a main Menu ^^

Just wanted to confirm the skip intro movies mod also fixed the problem for me. Almost 9 hours in the game now and works like a charm!
I checked again, looks like the Intros are really the only video files in game, so there is no map using videos like that.
