Other than that I don't know. I got it running 1280x1024 on HIGH settings. I'm also using GOG Galaxy to launch it.

Edit: Oh yeah, I'm not running any mods. Strictly vanilla.
I have my compatibility settings exactly like that. Maybe someone from support will have to have a look.

To experiment, I decided to go past the opening and all it's choppiness and I've found that looking around the bridge isn't choppy at all. The crew members movements and all other actions are choppy though.

I've tried the XPSP2 and Admin thing but it didn't work, also tried it on both my SSDs and same result.
I had the same issue, only changed 2 things which then changed to super smooth..

on win 10 btw. 2600 + 5700XT

Installed Direct x9 runtime and changed installation to my OS drive, rebooted and super smooth..

not sure which one fixed it....
So I basically combined all of the above troubleshooting tips, and now it works fine!

I switched to compatibilty mode for XP SP2, run as admin, and I installed the most recent DX Runtime from the Microsoft website.

Don't forget to actually restart the system after, cause it didn't work for me without it!

Since I'm using dgVoodoo, a restart was all that was needed. Which, for any other person using dgVoodoo, it will work fine after a good restart. I did have to force antialiasing to 8x and there are some minor artifacts on the bridge, but nothing you'll notice too much within the heat of battle. Unless you have OCD then that would suck.
I am testing it with a wrapper called d3d8to9. It is just a dll into the game folder where the exe resides. I do perceive better framerates with all the effects at maximum and this wrapper, but not 100 per cent sure. Anyway It is worth the try

And One of the effects that could degrades performance is the glow and/or the advanced glow. But te game is pretty plain without it.

DGVoodoo2 could work as well. I will try eventually.
Unfortunately this doesn"t work for both of my computers and the game is unplayable.
So, I had the same issue initially. I installed through GOG Galaxy, and game was super choppy. I ended up installing/reinstalling, and GOG was giving me errors opening the game. I launched the game through the stbc.EXE, same errors. Then, I put the stbc.EXE into Win7 Compatibility mode, and it worked fine. I uninstalled again, uninstalled GOG Galaxy, and downloaded/ran the offline installer. Game now runs perfect, no compatibility mode changes. Super weird.
I had all the issues described here, and all the fixes didn't work for me. Here's what did (and I am pasting the reply I got from GOG Support below, as well.)

1. It seems dumb, but based on their suggestion below - I did update my Intel and NVidia graphics drivers, just in case.
2. In NVidia "3D Settings" I went to the program tab and set up a special rule for stbc.exe - and forced it to use the Nvidia card. The only setting I changed was making sure "Vertical Sync" was set to off.
3. I am running the game in compatibility mode for Windows XP - SP 2. Did not force 256 Colors, and also important is to check "Disable Fullscreen Optimizations" and to "Run this program as an administrator."

Full response from GOG Support:

1) Please set a more standard refresh rate (60 Hz). To do this right-click an empty space on your desktop, select Display settings > Display tab > Advanced Display Settings > Display adapter properties for Display > change the Screen refresh rate to 60 Hertz.

2) Your DxDiag report shows that you're using an integrated Intel video device.
Please update both your graphics devices drivers.

Next, please go to NVIDIA Control Panel and there to Manage 3D settings. You should be able to select the NVIDIA card as the preferred device. If this will not help to run the game, then please create a custom profile for the game to use GeForce as preferred device.

3) Please go to the Customize button (right of the Play button) ->additional executables -> Once her please select the DrectX setup and change Presentation to "Windowed". Save and try launching the game.

4) Please go to the game installation folder:
- If the game was installed via GALAXY, please select the game in GALAXY, click on the icon on the right side of the PLAY button -> Manage Installation -> Show Folder
- If the game was installed via offline installer, then you will have to manually navigate to the game installation folder, by default it's: C:\GOG Games\game-title\

Once in there find game's executable,
SFC3.exe

right-click on it, and select Properties. In the properties window please switch to the Compatibility tab, and enable "Disable full screen optimization" and "Run as administrator". Press Ok to apply settings, and try to run the game again using the executable file.

(You might want to close GALAXY before performing this step).

I suspect that in the last part you post are talking about Starfleet Commander III. SFC3.exe is the Starfrleet Commander 3 executable and Bridge Commander does not come preinstalled with any wrapper or DX config, SFC3 does.

weird side note, and I dunno if it will help anyone else troubleshoot it more.
But with bridge commander on my windows 10 system, in attempting to troubleshoot this fps issue i've noticed a few quirky things.

1.) In game while the FPS appears super low, my nvidia card said it was 2400fps, which is madness. Setting a max fps of 60 still gets me in the range of 2-400fps.

2) The fps issue seems to be whenever something is animating. Like a character turns to talk or move, they're choppy. The ship trying to fly around is choppy, my first person camera looking around the bridge is smooth as butter with no delay. Its weird.

3) I cannot modify my config file. If I attempt to modify it with wordpad, it becomes unrecognizable to the game and the game just generates a new one. (or attempts to, I get an error about my screen format being no good), if I modify the config file with notepad, the game just doesn't start. Also weird.

To be clear, I have to restore the config file from a backup that I had to download from someone else, to make the game start at all.

EDIT: More info, while I'm not able to figure out what, there does seem to be some sort of difference in a config file that is generated by the game, and one that is generated or modified with wordpad or notepad

I can confirm that installing DirectX manually fixed the stuttering for me (Win 10). Compatibility mode is not needed anymore.
