Couldn't tell you. But I can tell you it's not a part of the GOG collection as I've done a fresh install from it, replacing my Steam version, which initially replaced my Origin version. And there are no robo-parts included in the GOG version, just like the Steam one.

In fact, I'd say its the same build as the Steam one given that GOG version comes with steam_api.dll files in each of the bin directories.

DataEP1 (galactic adventures *)
SporeBin (base game)
SporeBinEP1 (galactic adventures)
Support (help files)

* There are where you place mod packages.

Do note that Spore saves data in several locations outside of its folder, under the Users directory. Look in My Documents and AppData / Roaming for example.

Saves are in AppData / Roaming / SPORE
User generated content in My Documents / My Spore Creations

But on my PC, there is no BP2_Data.package (robo-parts) in any directory. So it's not included in the GOG build which I installed via Galaxy yesterday.

Thank you for the information about the locations. I forgot to check the AppData folders. But I just check and I haven't seen anything odd yet.

I'm currently searching for the BP2_Data.package file. It's not located in any of the folders I currently have Spore installed (or folders that are used by Spore). Which makes it even more weird. If the package file isn't there then hoe the hell do I get that third tab with robot parts?
It confuses me a lot. At the other hand, it's not the first time that a EA game confused me with things like these... it's weird.

Edit: Ok I'm an idiot. I had an mod added (2015 Fogotten Spore) which gave me Grox parts and such.
I removed it... still having the bot parts. Maybe I should uninstall again and double check everything before trying.
Thing is, I removed the mod package file (the only one I had) and I can't find a BP2_Data.package file. I don't think my previous install had a file like that. But I do have the parts. It's mind boggling.

Also weird that GOG included the steam_api files. They're useless as this is a DRM free release.

Not necessarily. If they used the same version that is distributed via Steam, then steam_api.dll is required for it to function correctly.
Pirated Steam games work the same way - they use modified steam_api.dll files (that make the game not require Steam) so you can play them without Steam.

Mm, that could make sense. I still find it a bit odd though. But as long as it works I'm fine with it. :)

And why is it better than installing the pirated patch? This one is a mod, right?

Also, I read on Spore wiki:
"The mouth parts offered through the patch do not have the Sing ability. It is possible to make a creature with no social attributes by using these parts. However, attempting to socialize with them will crash your game, as they cannot respond."
They also offer an unofficial mod (http://spore.wikia.com/wiki/Modifications#Davo.27s_Vocal_Bot_Mouths) as a fix for this issue - does your package include this fix, or should we download it separately?

GOG version is already same with Steam version . So you can use it with Steam too . But Origin using completely diffrent version and need latest update . It's packaged with patch 5.1 originally and 333 MB on ModDB . Origin version must need that 333 MB patch . Because it's outdated version of the game . Also that bundled version including parts of SecuROM . Completely different than GOG/Steam version . So I am not sure could you install 333 MB patch to top of GOG but it will be broke something/compatibility And people already saying Steam version is crashing much more . So if they using that 333 MB patch it must be reason of it . Also people mentioned about crashes with mouth parts . It's including that fanmade fix .

I guess that file is a useful fix, but as the official unmodified answer is "The DLC is not included" then I'll have to mark that as the solution.

The serials are to register the game and its expansions at EA's Origin platform to be able to use related online features, like uploading your creations to SPORE servers or downloading other players' creations.
