I'm trying to do the quest "The Refugees" and I'm suppost to find and save Clara. I go to the place on the map that has the exclamation point, but I don't see Clara and there's nothing interactable there. There's a small fot but no way to enter it. What am I missing? Did I miss some event flag on the map or something?

Talk to one of the guards by the barricade. That should trigger a fight.
