When I launch the game, error message pops up with message, that can be roughly translated as "Can't find medium level filter combinations for creation of connection".
Game will start just fine after that, but when I press "End turn" button, game will freeze ,when last computer player is taking turn. What might be the problem with this?

Do you have autosave every turn and have you installed the game to a Windows system directory? If so install it somewhere else and try again.
That doesn't seem to be the case. Autosave is disabled, and game installed elsewhere.
If I try to enable autosaves, I get previously mentioned error message again, and most of main game buttons stop reacting.
Also, new error message pops up. Application Error:
"Exception EAccessViolation in module Se4.exe at 0015AC54. Access violation at address 0055AC54 in module 'Se4.exe'. Write of address 00000065. "

Game is running just fine on my brothers laptop. He has 64bit Windows, I have 32 bits, but I don't know what difference there is regarding drivers and other things...
Well it's a old game without any flashy graphics so I don't think it really use that many drivers that can cause any problems. The only thing I can think of right now is If you're using Vista is to try compatibility mode for xp.

Edit: Maybe a Flash problem? I'm guessing because you said buttons was behaving strange.

Edit 2: I just noticed you said you translated the error message. If you're using a none english version of Windows all sorts of strange errors can come up with various programs and games. Maybe that's it?

I am using Windows 7, latvian version.
I tried changing compatibility to different windows versions, and installing newest adobe flash player version. No progress that way.
Windows language might be the problem, but I can't fix it at the moment.
Well, thank You for trying to help anyway.
No problem. It's a very fun game so I hope you fix your problem eventually. :)

No guarantees but can you try to do the following: Find a map called *data* in your main game dirtectory. In this map you find a file called *settings.txt. Open this file using a texteditor. Change *allow cd music* from *true* to *false*.
