These games appear to be synchronized to the display refresh rate. For example a 240hz display causes the games to run at 4x the correct speed. Is there any way to make these games run at the correct speed? (Other than changing the display refresh rate, since I already know about that).

1) Download and extract mame0228b_64bit.exe from https://www.mamedev.org/release.php.

(The version number increases with new releases, so it may be 0229, 0230, etc)

2) In your Mame folder, find the roms folder.

3) Place your Pulstar and Blazing Star zip files in the roms folder.

4) Find an updated version of the neogeo.zip file and place that in the roms folder mentioned in step 3. For legal reasons, we cannot provide you with that. Mamedev will not, either, so don't ask them.

5) Run mame.exe or mame64.exe, then select either Blazing Star or Pulstar from the menu.

6) Once the game is running, press Tab and select "Input (This Game)".

7) Set your controls by pressing enter then the key you want to use for that control. Press Tab again to close the menu.

8) Press 5 on your keyboard to Insert Coin, then Press 1 on your keyboard to Start Game.

Does your computer have a program like Nvidia Control Panel or AMD Radeon Software to cap the framerate? If so, then I would highly recommend capping your framerate to 60 FPS for any Neo Geo game on GOG that runs way too fast. I had to cap the framerate to 60 FPS with Ironclad using Nvidia Control Panel when I first started playing. My laptop has a 144hz monitor, which the game plays at twice the speed. Your other option is Mame or Final Burn Alpha/Neo, since with these Dotemu ports, you're essentially paying for a ROM and a Neo Geo BIOS zip folder. Some of the Dotemu releases may run at double the speed, so cap the framerate to 60 FPS for those games.
