I am currently trying to limit the framerate of Sleeping Dogs, to no avail.

For one, the options are kind of weird (48 fps, 78 fps) but I wouldn't mind, if it actually worked. However, the game always tries for the highes framerate it can get. Since I personally don't need anything above 60 fps and my graphics card is getting unreasonably hot for a game released 9 years ago, just because it tries to generate maximum frames, I'd really like to get it to work.

I usually play games with G-sync. Thinking that might be a problem, I turned that off and tried the ingame Vsync. Didn't work. Turning off Vsync also doesn't change anything.

Any ideas?

You could use RivaTuner Statistics Server to limit the FPS. Works for any games and from my experience has a very small overhead.
