Just wanted to continue sharing links to OSTs. I'm sure we can gather GOG would have included the SC4 soundtrack as bonus content if they could have legally but alas they could not.

At least some of the music can be found in the game files:

For SimCity 4, inside the game folder navigate to Radio\Stations. There are two folders in here, one named Mayor and the other named Region. Both of these contain a Music folder, and both of these Music folders contain mp3 files.
If you want to support Jerry Martin, you can buy other SimCity soundtracks via Amazon MP3, although interesting SC4 is not there.

For SimCity 2000 (Windows version only, I'm afraid), you can go to the folder where you installed the game and navigate to the SC2K\SOUNDS folder. In there are 19 MIDI files which are the music tracks that play during the game. The DOS version doesn't have .MID files present, though, so it appears that the music is embedded in other files. :(
