I hit the gog-play button for the game. The button just grays out for about 2-3 seconds and then turns green again. I'm on Windows 10 and have tried different Windows version compatibility settings, as well as running as admin. Any ideas on a proper combination of settings to get up and running? Thx

I reinstalled on my c: drive instead of my d: drive and then added the game to gog galaxy and it's working now. I also reinstalled back on my d: (which is sd card). If it actually made the difference, I installed with admin priveledges using the backup of the program and not the direct download with gog galaxy.

Yeah, SimCity 3000 and many other games that came out around the time of its release (it was made for Windows 95 & 98) has issues when installed on a Hard Drive that is not labeled as "C:". This is because back then, most people only used up to 3 different storage devices. A Floppy Disk Drive mapped as "A:", a Hard Drive mapped as "C:", and a CD Drive mapped as "D:". Also it was a standard in Windows 95 & 98 that files related to how the OS boots up and runs were stored onto the "C:" Drive. Programs made for 95 & 98 expect those files to be there and use them to run the programs.

Sometimes you can get some old games to run if they're installed on a different Hard Drive, but the chances of them crashing increases, and you will not be able to save data. (I learned that the hard way with Roller Coaster Tycoon Deluxe. My entire progress was gone overnight.)
