How do I scroll down the text during talking?

You can't really 'scroll' per se, but you can skip text/dialogue by clicking with the mouse I believe.

Just how the game was designed I believe. You can skip the scenes if you click very fast if you have set the dialogue to speech instead of text.

I could, but of course that would skip the dialogue and story. Just silly that they only show the text for the first couple of lines. It feels like there SHOULD be a way to scroll down or move to the next bit of text from the same character, I believe the icon is different too. Maybe it's because it's both text and speech on at the same time.
