In my headquarters (only have seen British one till now), I always have a Objective "?" to report to personel office and get a mission briefing, but I only get a personel list. Is this normal? I mean I have had no mission briefings except the one after the first mission.

That's a bug. It showing objectives for the current map you're on (headquarters) and that one bugs out for some reason. It's not your proper objective, though. Check your journal and see what clues you have. That will lead you to your next mission.
