I have a problem playing Signal Ops. Whenever I look at a group of monitors, I can take control of the first one, but I can't switch to the second one.

First of all, the tutorial sucks, and this is yet another thing it doesn't explain well, but I read somewhere that I can press the number keys to switch. That doesn't work.

I also thought that I could hold alt, and click the other monitor. I tried this, and when I clicked it just took a little note attached to the corner of the monitor and moved it to my cursor. Then when I let go of the button it moved back to the corner, so that doesn't work either.

I also tried to alt and right-click, but that will make the guy on that screen toggle using his scope (which is the only thing I've been able to make him do), but it don't take control of him.

I was able to control one guy in the training mission through the door before it closed (on a timer), but then I was on a walkway between locked doors, and there's no stairs down into the room, and I can't switch to the other guy.

What exactly am I doing wrong? Are the controls in some goofy way that I'm not aware of?

This part of the tutorial is in fact the one and only time in the game that you cannot switch agents, since the goal is to learn how to issue orders to make agents do things without directly controlling them. The instructor dialog will let you know what the objective is and the text prompts on the helptron monitor will tell you what the controls are to achieve that objective.
