Are each of the agents specialized in particular weaponry, or is the SMG supposed to be that inaccurate?

Also will their be a manual released for the game?

Yes, each agent has different accuracy with each weapon, though most of the weapons are somewhat inaccurate by design.
We've got a couple requests for a manual and it is something we would like to do after dealing with initial support requests from the launch.
