Whenever i'm on scapex, it moves around the map extremely fast when i use the arrow keys or the WASD keys. This didn't happen on my XP, so could this have something to do with my vista being too quick since the game is old?

Yeah, I found out that vista is too fast for it. presuming you have vista...
