Can't finish this side quest.

I became a death angel and I have to the lives of several specific people (dots in the map) in a minute in exchange for my life.

The Map

Can't do it in time, the best I did was only one soul remaining alive.

HALP!

Hi :D

You don't have to kill specific people as far as those dots go. All you have to do is get to the block in question and kill any pedestrian within that block.

I find that it's best to start the mission by going up and a bit left to where that one dot sort of stands out on the map then work my way around the blocks going counter-clockwise.

What I really overlooked that I have to kill just one person from each block.
