Is there a way to turn off 8 track player permanently? Because every time I load game it is turn on.

You mean the background music?

Dunno 'bout turning it off, but you can set the music volume all the way down if it bothers you.

Open file dosboxRR_settings.conf in a text editor and add this line:
mixer cdaudio 1:1

right under the line:
imgmount d "..\Redneck Rampage\Redneck.inst" -t iso -fs iso
