I'm trying to launch the game, I get the window that lets me choose between expansions and mods, I run the game and I get the "Don't Send" error message.

I'm using windows XP laptop.
Another Thing, Quake 1 Does not launch either, it says wglCreateContent Failed.

Did you try safe mode? It worked for me for a while. It did crash eventually though.
Didn't work.
I have same problem with my ThinkPad R52 laptop with XP.
Literally thought my PC didn't work for gaming anymore when I couldn't even boot Quake 2. Still don't have a fix.

A similar problem happens with Soldier of Fortune.

For that game, you needed to go into your video driver settings and set up a profile for the game. Then, select Extension Limit and set it to ON.

Maybe the same thing will work for Quake 2.

edit: Or you could try a source port for Quake 2 like Yamagi.
