Is anyone else having this issue?
I set the game resolution to a lower setting than the native Setting of my Monitor.
(I want to play the game on 1080p but my Monitor is a 4k Monitor)
I do this because I get a low frame rate when I play at 4k. (I only own a 980Ti :c)
For some reason however, after every death there comes a loading screen that resets my resolution to 4k without the change showing up in the Options Menu.
I can fix it by going into the Options Menu, choose a different resolution and then change it back to 1080p every time I die. However that is a bit annoying.
Is there a permanent fix for this?

Yep. I have the same issue. If I set the game at a lower resolution other than the native LCD res it will reset back to the native res after a death. I have to go back into options and set it back again to the lower resolution every time I die.

I don't even need to die. I set the desired lower resolution. I go back into the game. I then go back to the video options screen again. I don't change anything. Then I go back to the game. It goes back to the native resolution even though it is still set at the lower res.

I'm using DirectX 11.

Just played a bit of the game this evening and had the exact same issue: each time the game loads (after death or launching a level) the game seemed to go back to its original settings and the framerate suffers. And each time, I had to go to the options, change some, apply, and the game runs smoothly again.

Now I think I got the solution, at least on my computer.

By default, the game was at 1920x1080, and I was messing with the in-game resolution scale option to make the game smoother. Now, I am using the maximum resolution my display can handle (3840x2060) and I put the scaling option to the minimum. And it seems to work fine, the resolution does not change back each time the game load.
