Although to be honest, any lines spoken by Dr. Loboto would count.
I just finished this game, it probably counts as one of the deepest videogames I've ever played.
And it's also very funny. :-)
So, my favourite moments: - obviously "IT'S GOGGALOR!" and the rest of this level
- when Raz touches the water in Milla's level, and the huge hand reaches out to grab him. Milla comments it's odd and asks if Raz wants to "talk about it", then adding "Ok. I'm always here for you darling. Let me just say that it's very normal for boys your age."
- The Napoleon level is really my favorite, I love the snails' patriotic declaration.
Just finished as well. This is one of the best games I've ever played. Not mechanically, mind you, but in terms of memorable characters and the imagination poured into just about everything.

I loved all the newscasts in the lungfish level, and the way Raz was simultaneously the destoryer and savior of the fish people.
Pretty much everything above. I especially loved the the housewife agents in Milkman. When you talked to them with the rolling pin they said, "I hope you are not trying to steal my husband. Tramp." XD The widow agents were also pretty hilarious. "I am your sister in grief."

"Caw, caw". Black Velvetopia was pretty awesome, although it kind of makes me wish Raz's outfit changed for every level. Also, the sequence when you use the Confusion Grenade on the Bulldog Painter is hilarious. "Oh my god. Hey, dog is god spelled backwards! No! Cat is god spelled backwards! Oh no. Oh no no no no." *Starts smearing paint on self* "I'm shaaaving just like daddy."

I also found the voice of the main freedom fighter in Lungfishopolis weirdly hilarious

And yes, this is sort of a necro. But Psychonauts deserves it. :)

“The view is good from up here, but I need to get even higher.. Like, super-high.. As if I were FLYING.. I know! Maybe I can find some stilts!”

“The bad news is I’m going to have to remove your brain, strap it into an armored psychic death tank and use it to shoot down innocent civilians! ..The good news is that your insurance is going to cover the whole thing!”

Oleander: “Is your name Joey?”
Raz: “No!”
Oleander: “Cuz I’m gonna call ya Slowy Joey.”
Raz: “That’s not my name.”
Oleander: “What’s that, Slowy?”

Raz: Hey, is that milk regular kind, or the exploding dream kind?
The Milkman: It’s fortified with what the world wants. What the world deserves.

One of the things that's pretty cool about Psychonauts (and Schafer's stuff in general) is that, while it appears all light and fluffy and happy, there's a pretty sinister undercurrent. The most jarring example is probably the secret room in Milla's level, but the whole asylum is pretty dark.

One moment I remember is jumping in the rafters of the Camp Main Building and hearing Clem and Crystal, normally so full of cheer and happiness, say they want to poison themselves, Thankfully later you learn it didn't work,but such dark humor fits so well with this game.

Yeah, it's actually a whole side story you can follow. I only read about it after, but I believe they're trying to kill themselves so they can become transcendant psychic entities or something. They try multiple ways of suicide, but never succeed.
My favorite moments:

Lungfishopolis, duh.

Edgar's mind: I found this the most beuatiful level, and it was very well written. Edgar as a character was great, and his backstory extremely well written,
The Milkman Conspiracy all the way and this exchange:
"Lilly!A deranged madman is building an army of psychic death tanks to take over the world, and there's no one who can stop him except for you and me!"

All of the patients at the mad house have great imaginations. Bull fighting on black velvet. World domination with N. Bonepart, himself. The milkman as obsessive cold war government theorist. The crazy actress in the garden shed. But the most fun of all is Lungfishopolys. You get to release your inner child and trample all the toys and squish all the little fishies. The other thing I like about it is that you can get all the possible luggage, and glowing objects, and... other stuff in one run. You have to take your time, but getting EVERYTHING out in one run is soooo nice. It is also nice to laugh at Goggalor when you have kicked his ass.

Actually, you, as "Goggalor", beat Coach Oleander as "Kochamara". So, you don't beat Goggalor's ass.
