Hi, I'm installing Psychonauts through the GOG installer, but was wondering whether I need the windows installer file (part 4 of 4). Do I?

I'm not sure I understand your question... if you just download the installer through the GOG downloader, it should have everything you need to install the game, as long as the bar in the downloader is green.

The downloader went through a recent update and some people have been experiencing issues, so if the Psychonauts installer isn't downloading for you, maybe you should try submitting a trouble ticket to GOG support, and try downloading the files manually (just toggle the downloader off in the game's library page) while you wait for them to respond.
