Pretty sure that Activision owns the rights, and this was released with Activision's permission. The only thing is GOG used the last PQ: Four Most Wanted collection from Vivendi as base version for this release... That version lacked the EGA PQ.
It should be an easy thing for Activisoin to give them access to a copy of PQ1, unless they lost all their copies :p...
Not that has stopped other owners of Sierra games such as Vivendi pulling together poor glitchy hacked copies of the games from off the internets and releasing them commercially in the past before! KQ6 in the KQ collection by Vivendi and the one GOG has released is based on a modified Russian version if I remember reading...
