The manual for the VGA version is in the police quest collection manual.

That's true, but it was also true of the King's Quest and Space Quest Collections, yet with those GOG (to my delighted surprise) gave us the original versions rather than the remakes (unlike Steam, whose bundles are the same as the boxed collections and as such only include the remakes). Ideally I'd like to have both versions, but if I have to choose I'd prefer the originals.
In addition to the original manuals, under the PQ1 folder the README looks like it was from the Sierra Collection and makes reference to the EGA version as well. I have no idea what was actually included with those boxed collections though.
I used to own "Police Quest the 4 most wanted" Which was PQ 1,2,3,4 and a demo of SWAT.

It included both versions of PQ1.
Maybe they couldn't get it to run on all systems? Guess it will come out later as a bonus ...

Honestly, I can't see any other reason for Gog not to release it (Assuming they had the rights to to so, of course).
They would release it if they had the rights. Most likely the case is they don't have the rights; a similar case to the King's Quest one.

Well, if you are willing to do some "dirty work," it's probably available to download from abandonware sites.
I already have it, but that's not the same as owning it.

Yep. Just hope GOG gets the rights to distribute it.
Yeah original is so much better than the lame vga reworking. That one misses out so many of the hilarious bad choices you can make, and the driving is boring.

Yeah I had this one as well. A little disappointed to miss the AGI version. It was the better version in my opinion.

Hey, if it's been bumped, I may as well agree to this request, as well. I missed out on the Police Quest games when I was younger due to lack of availability, and I'd love to try both versions.

Legally, that is.
I second the request for the AGI version of Police Quest 1, if it were included I would buy this collection instantly.
