AFAIK this happens if a Windows 9x compatibility mode is enabled for the PODX3Dfx.exe.

I have the same problem, win8, no compatibility mode enabled.
I'll have a look at it (due to user reports I have to test PodHacks with older POD releases anyway).

POD tries to deal with process and thread priorities to enforce no sound stuttering - but with newer Windows versions the effect might be the reverse. It would be nice if you can test a private PodHacks build to keep the default priorities. Just send me a private message.

Same issue on windows 8.

Is it me or the framerate looks weird as well?

I don't know, it seems to accelerate sometimes.. but i might be wrong.
I'm using a Windows 10 64bit OS on a laptop, downloaded from GOG Galaxy and running through an external hard drive due to lack of space, and I'm having the same problems as I previously did with a physical copy of the game. I thought it was because I was trying to run it on a modern PC, but the GOG version seems to have the same problems. The sound in the menus starts to get corrupted, the entire audio excluding the music is constantly stuttering and is really hard on the ears and even the framerate tends to drop at times. And just recently, when I quit the game from the pause menu, the game froze and the desktop was overrun by a black screen. I tried opening taskbar manager, but that was also blocked out by the black screen when trying to terminate the program. Forcing me to restart the computer in order to resolve the issue. You'd think by now GOG would have addressed these issues, but apparently not, even after more than 2 years since they released it on the website! Can anyone help me out here?
I've the exact same problem, no solution find for now. It obviously came from the last two Windows but I'm not sure why... I keep searching for a solution, but a little move from GOG would be nice.

See you guys, Jab.
Download THE LATEST RELEASE from GOG. It runs with W 10.

use PodHacks: https://www.gog.com/forum/pod/planet_of_death_hooks_podhacks/post1

fixed many issues for me.
Try to run the PODX3Dfx.exe file in the game folder. I had the same problems and somehow running this file solved the issues.

Also, I tried editing my car's settings but that brought back the stuttering framerate and distorted audio, so I'm leaving the cars the way they are.

I second that; had the same audio problems, that podhacks software has cleared them up.
Replacing the POD Gold engine sounds with the sounds from the original POD release provided by LazyGameReviews here http://www.thebasingers.com/0706milbs/pod/SOUNDFIX.zip also solved the problem for me and the sounds also fit the atmosphere better in my opinion. =)

Edit: Runs fine when run from GOG Galaxy but unfortunately not when run from shortcut :(
