I haven't played Fallout New Vegas (not really planning to, either). Are you saying he reprises the same role of Marcus in this game?
That's my understanding of the matter.
Voice casting ought to be done with the character in mind, as well as (naturally) the voice; not the fame of the name.
I do take a small issue with this. The rest of what you said I either agree or do not disagree enough to care to mention it, but voice actors are an
odd bunch.
This entire game could have been voiced by Billy West, and you'd never know it. Same goes for Mel Blanc, though I'm pretty sure he was dead when this was made. The best voice actors, purely on quality and not even necessarily on price or name, can
not be nailed down to a character. If you have a character, an emotion,
<i>or a freaking flock of geese</i> that needs voiced, you may well have an actor who can do it in one take even if that's not what s/he's known for doing.
Voice acting's weird that way. Casting for a voice actor may well be a fool's errand unless that actors is known for that kind of role
specifically. Which may well be where the celebrities come in. You know they can do that voice, even though you know you could always hire somebody else who could just pull a
very effective double-duty as your entire foley effect department.
