Game slows down dramatically when there's some spell effects happening on screen, and it flickers black. It also slows down in places when I hover over containers to search them, like the wall in the mortuary main floor that has that hatchet thing in it. Any ideas?

well... I'll promote my own solution ->
http://www.shsforums.net/topic/48732-ddraw-fix

It forces DirectDraw to use emulation for all features.
and it fixes the mouse artifacts side effect caused by ddraw emulation.

graphic card, OS, cpu speed?

Thanks, enabling both the bits of that seems to have worked. No more slowdown =)

And for the record, Nvidia Geforce 9600GS, Vista 64 bit and 2.33GHz quad core

Tried that solution, now the game has no visuals at all. I can hear it, but can't see anything.
it uninstalls just as easily as it installs.

what graphic card?
when was the last time you updated your display driver?
version of windows?
any mods installed?

If your really desperate for a speed boost you can try WineD3D unfortunately that installer is a little hard to use.. only install the experimental DirectX 1 - 7 stuff

Solved:
Turn off Software Blitting or get the latest version of my mod

Thanks for the reply. I ended up uninstalling Torment because anyone casting spells caused the game to just die more often than not. Will reinstall, and give that a try.
HI, I have a similar problem when npc cast spells the game basically crashes. The screen starts stuttering and going black and then crashes...Can anyone help?
