So when I want to raise my culture rating and click on the "pillar" for the details, I get the message that there are too few juglars in the city and I should add some to increase the rating. Then I proceed to build some additional booths to extend the coverage. After I check that all my houses have access, the rating is still the same and I get the same detail. How can I solve this?

You need to make sure that the coverage rating is at least "Above Average" for it to increase the culture rating. It's not just "building more booths", you also need to build an equal number of training buildings as well (in this case, Juggler's Schools). If you only have a few jugglers, but tons of entertainment squares, it's still not going to increase culture, because it's not balanced.
I also make sure that I build the schools too. What is a fair ration between "venues" (booths, bandstands..) and "schools" (juglers, conseravtories...)?

I don't believe there's any fine balance. I usually try to have one school for about 1-2 venues, I never put booths or bandstands into housing blocks for space efficiency and just utilise culture dumps (if appropriate) for increasing culture.
If the school is located next to a housing block, as the Entertainers walk from the School to the Market, it counts as a "walk by" if they walk by housing and this will increase your rating. I try to place schools to get the added exposure on the housing blocks. But the bigger schools sometimes won't fit anywhere convenient, so as was said, the more the merrier.
