I have been requested to send a ship to join a convoy that will be used to blockade a city.
I couldn't find anything related to the blockade in the guild, city hall or at the city gate.
The last time this happened I ended up sending a ship to the city that was being blockaded to see if I need to meet up with other ships there. Unfortunately they fined me 50000 gold for breaking the blockade.

I've never met such a request yet, so I'm only guessing, but maybe you need to join the blockaders as a convoy?

I found the solution.
Send the ship to the blockaded city then select join convoy and find a convoy with the city name in it. Joining the convoy in your home town doesn't work.

Yeah, that"s what I said (only not in detail). Seems I was right, but you found the solution on your own.
