Anyone else notice lag when pulling up UI elements (like character sheets, journal etc.?) or sometimes when choosing options in dialogue? Is there any solution to this? The game runs fine on max settings otherwise, but this UI lag is quite annoying.

VSync on maybe? VSync is known for causing input lag.
I don't use Vsync at all in any game. If i do, then i do it with my GPU instead.
Better solution is no VSync at all and cap frames via driver or tool to avoid screen tearing.

What OS? What Game Flavor (GOG, Steam)

on all 3 of my win10pro Laptop, win7sp1 pro pc, and my win10 pro pc, using the GOG IE 2.0.4 build 30318, I have no UI issue, with all settings on and maxed out.

you might have to do a complete un-install, clean registry, reboot, and re install..
