After fresh installation game does not recognize any of installed and owned DLCs. I tried unticking/uninstalling and installing DLCs, tried to verify files and I tried to delete LocalLow folder to get rid off any custom portraits used in past. I also didn't used any mods whatsoever.

yeah with the help of tech support I managed to solve this problem by installing game folder into shorter pathway... something like C:/test ... hope that works for you either...
