Such a horrible, horrible and broken quest.
I hated how it was starting - and reading up on it, it only gets worse from there.
I am Neutral Good. I have no reason to accept a Hellnight harassing my citizens.
At one point I get the option to tell my guards to arrest her. She just calmly walks off. That SHOULD NOT be an option. There are only two options I would accept here: she either goes to jail or dies trying to avoid that fate.

Then there's that idiot she's after who tried to bribe me, and apparently arresting this particular criminal is an evil act.

I refuse to play any further until this quest allows me to end it how I want: Immediately by making sure the Hellknight bitch can't run around my country, one way or another. Got to make it clear her order is not welcome in my kingdom.

Plus, later on, if you talked to Davos and rejected to help him, the quest does not continue. I finished the game and no Davos had come up to the end. The quest was just always in my list.
