Is there only one councilor? Lost Tristian and now I am without one, dont mind some mild spoilers where to find a new one as I heard there is supposed to be 3 possible picks for each position?

Saved Varn but guess I have to go to his capital after that part of the plot to recruit him as an councillor?
Maegar Varn is treasurer not councillor sadly. :-/

the 3rd is one of the envoys so your only choice is to forgive Tristian when you get to him

Seriously, Treasurer? One of the most vital positions in the bunch and you don't get access to Varn until the game is hlaf over? Bugger. >.<
