So, is there any ETA on the DLC that was released today, it seems like GOG is lacking any information about it?

The oblivion horse armor was one decorative item, sold for $2.50. It was a money-making scheme and defined overpriced small DLC. It is usually invoked to call something overpriced garbage.
This is a free cosmetic upgrade, probably made because it kept their artists busy while the designers and coders were busy bugfixing.
